The short answer

If you’re looking for Conduent’s parking software, that business is now Trellint, owned by Modaxo since 2024. It runs large city citation programs, including processing, notices, hearings, and permits, under multi-year contracts. Lotably is for operators and smaller programs that want enforcement, online payment, permits, and guest passes they can sign up for online and run the same day, month to month, with every payment landing in their own Stripe account.

What Trellint (formerly Conduent) is

Conduent sold its Curbside Management (parking) business to Modaxo, part of Constellation Software, on May 1, 2024. It now does business as Trellint, and Conduent no longer owns it.

Trellint provides parking citation processing, adjudication, permit administration, and enforcement software and services to cities, mainly in the United States and the United Kingdom. It was Conduent’s Curbside Management business until Conduent sold it, together with its Public Safety business, to Modaxo for $230 million in a sale completed May 1, 2024. Trellint says it has more than 40 years of experience and names Los Angeles, Washington DC, San Francisco, Detroit, and Chicago among the cities it supports.

In June 2026 it announced Kurbis, six modules meant to replace its older product suite in phases, with initial modules launching in the third quarter of 2026 and more through 2027. Its permits cover residential, visitor, contractor, and commercial types, and its Kurbis Comply app runs on iOS and Android with handheld plate recognition. It doesn’t sell mobile parking payments itself; it integrates with existing payment providers. Pricing isn’t published.

Where Lotably is different

  • Sign up online, no RFP

Trellint’s calls to action are “Speak with an expert” and a contact form. Lotably’s signup is online: five short screens, then you set up lots, fines, and Stripe the same day. Your account is live as soon as you sign up.

  • Month to month instead of multi-year terms

Los Angeles approved a five-year, $136.5 million contract with Trellint in August 2025, with two one-year extension options, according to city records. Lotably’s Free and Starter plans are month to month, and you can cancel anytime.

  • Published pricing

Trellint doesn’t publish pricing. In the Los Angeles contract, citation processing is priced per citation ($2.86) and per mailed notice ($0.73, including postage). Lotably’s Free plan is $0 a month plus 12% of online payments for up to 2 lots, and Starter is $99 a month for up to 25 lots, plus 5%.

  • Daily parking included

Trellint integrates with other payment providers rather than selling parking itself. Lotably sells daily parking by per-lot QR poster, and the officer’s scan honors paid sessions automatically.

  • Towing and booting in your own app

Trellint links immobilization and towing to citation status. In the Los Angeles contract, booting is subcontracted to PayLock and impound management to Autura. In Lotably, officers record tows and boots and call your tow company in one tap from the same app as the citation.

  • No fees added for drivers

In the Los Angeles contract, the city decides whether card payments carry a convenience fee, and an optional retail cash payment service lists a $2.00 fee charged to the customer. Lotably adds nothing to the fine, and by default nothing to the parking price. Our fee comes out of what you collect online.

When Trellint (formerly Conduent) may be the better fit

Trellint is built for big-city programs that outsource the whole citation back office: notice processing and mail, DMV registration holds, live and virtual hearings, payment plans, call centers, and walk-in service centers. Lotably doesn’t do any of those. It has no registered-owner lookups, mailed notices, hearings, collections, or call center. Cities with that scope should evaluate Trellint and similar providers. Lotably fits private operators, campuses, downtown districts, and smaller cities that want to run enforcement and payments themselves.

Switching, or running both

You don’t have to replace a citywide program to use Lotably. A district or a set of city-owned lots can run on Lotably month to month: import permit holders by CSV, set your fines, and have officers scan plates from their phones while the citywide citation program continues as it is.

One system, top to bottom

  • Every feature on every plan

Enforcement, daily and event parking, monthly applications and plans, billing, scheduled guest passes, merchant validations, dispute evidence, and reports. Booting and towing start off until you ask; you are responsible for following the law where you enforce and assume all risk of using them.

  • Money lands in your own Stripe account

Payments are direct charges on your Stripe account. Lotably never holds your money or pays you out later.

  • No app fee for drivers

By default, drivers pay exactly the price you post. Our fee comes out of what you collect online, never from the driver. If you ask, we can add a flat service fee per parking session that goes to you.

  • Integrations built at no extra cost

Parking BOXX, ParkMobile, and manual/CSV sessions work today. When another vendor offers an API, we build the connection at no extra cost (the vendor may charge for API access).

  • Published pricing

Free is $0/month plus 12% of online payments. Starter is $99/month for up to 25 lots, plus 5%. Daily parking is at most 35¢ or 25¢ a session. No quote required.

  • Runs on the phone you have

Plate reading is built into the officer app, which runs in the browser. Daily parking needs a printed QR poster and nothing else.

Questions about Lotably and Trellint (formerly Conduent)

Is Conduent still in the parking business?

No. Conduent sold its Curbside Management business, which handled parking citations and permits, to Modaxo in a sale completed May 1, 2024. The business now operates as Trellint, part of Modaxo.

Is Lotably an alternative to Trellint?

For private operators, campuses, districts, and smaller cities, yes. Lotably handles enforcement, online payment, permits, guest passes, and daily parking in one system, month to month. Big cities that outsource citation processing, mail, hearings, and call centers need a provider like Trellint.

Does Lotably mail parking notices or hold hearings?

No. Lotably issues citations with photo evidence and a QR code, can email drivers when a plate matches a parker on file, and gives drivers an online contest page that your staff review. It doesn’t mail notices, look up registered owners, or run hearings.

How long is a Lotably contract?

Free and Starter are month to month, and you can cancel anytime. Custom plans for larger programs are quoted and can be set up on annual or procurement terms.
