The short answer
gtechna is a long-running municipal enforcement suite: officer ticketing apps, back-office processing, appeals and hearings, permits, plate recognition, ticket by mail, booting, towing, and collections, sold to cities through demos and cooperative contracts like Sourcewell. Lotably covers the enforcement, payment, permit, and guest-pass work that most lots, campuses, and smaller cities need, with online signup, published pricing, month-to-month terms, and nothing added to what drivers pay.
What gtechna is
A division of Harris Computer, part of Constellation Software, per IPMI and Harris.
gtechna makes parking and curb enforcement software for cities and parking authorities, mainly in North America. Its products include mobile ticketing apps for officers, back-office ticket processing, online payment and appeal portals with hearing self-scheduling, digital permits (residential, guest, visitor, and temporary), AI license plate recognition, ticket by mail, booting and towing automation, collections, and police e-citation. It resells third-party handhelds, printers, and plate cameras with its software.
gtechna says it was founded in 1992, and in its 2026 Sourcewell proposal it says it has more than 180 city clients across the US and Canada, naming Seattle, Ottawa, Washington DC, and Pittsburgh among them. It holds Sourcewell cooperative contract 042126-GTE, which runs to July 1, 2030. Prices aren’t published on its site, and its Sourcewell price sheet lists discounts of 5% to 20% off list price without publishing the list prices.
Where Lotably is different
No fee added when drivers pay
The Town of South Bruce Peninsula, Ontario, says gtechna, its online ticket payment provider, charges a non-refundable $2.75 convenience fee per ticket, rising to $2.90 on July 1, 2026. Lotably adds nothing to the fine, and by default nothing to the parking price. Our fee comes out of what you collect online.
Sign up today instead of running a procurement
gtechna’s calls to action are demo requests, and it promotes buying through Sourcewell. Lotably’s signup is online: five short screens, then you set up lots, fines, and officers and connect Stripe the same day. Your account is live as soon as you sign up.
Published pricing, month to month
gtechna doesn’t publish list prices, and its Sourcewell proposal describes milestone payments, from 30% at signing to 10% at final acceptance. Lotably’s Free plan is $0 a month plus 12% of online payments for up to 2 lots, Starter is $99 a month for up to 25 lots, plus 5%, and both are month to month.
No hardware to buy
gtechna resells Zebra and Panasonic handhelds, Seiko and Zebra printers, and plate cameras. Lotably’s officer app runs in the browser on any phone with plate reading built in, and a Brother mobile printer is optional.
Daily parking and payments in the same system
gtechna doesn’t describe a parking payment app of its own on its site, and its partner list includes PayByPhone, HONK, and ParkMobile. Lotably sells daily parking by per-lot QR poster, and the officer’s scan honors those sessions automatically.
Money in your own Stripe account
Every Lotably payment is a direct charge on your Stripe account, and Stripe pays out to your bank. gtechna’s site doesn’t say where payments settle.

When gtechna may be the better fit
gtechna is built for city programs that need the full municipal back office: ticket by mail, appeal hearings, collections, court and DMV integrations, police e-citation, and a cooperative contract to buy through. Lotably doesn’t do registered-owner lookups, mailed notices, formal hearings, or collections, and it has no Sourcewell contract. If those are requirements, gtechna is the stronger fit. If you run lots, a campus, a downtown district, or a smaller city program that needs enforcement, online payment, permits, and guest passes without a procurement cycle, Lotably gets you set up the same day.
Switching, or running both
Start with one lot or zone while your current system keeps running. Import permit holders by CSV, keep the default fine schedule or enter your own, and have officers scan plates from their phones. Because Lotably is month to month, a pilot doesn’t commit you to anything.
One system, top to bottom
What every Lotably plan includes
Month to month, no lock-in
No annual contract and no multi-year commitment on Free or Starter. Cancel anytime.
Sign up yourself, set up the same day
Create your account online, add your lots, and connect Stripe in one sitting. You’re live as soon as you sign up.
Every feature on every plan
Enforcement, daily and event parking, monthly applications and plans, billing, scheduled guest passes, merchant validations, dispute evidence, and reports. Some workflows need configuration or enabling. No add-on modules. Booting and towing start off until you ask; you are responsible for following the law where you enforce and assume all risk of using them.
Money lands in your own Stripe account
Payments are direct charges on your Stripe account. Lotably never holds your money or pays you out later.
No app fee for drivers
By default, drivers pay exactly the price you post. Our fee comes out of what you collect online, never from the driver. If you ask, we can add a flat service fee per parking session that goes to you.
Integrations built at no extra cost
Parking BOXX, ParkMobile, and manual/CSV sessions work today. When another vendor offers an API, we build the connection at no extra cost (the vendor may charge for API access).
Published pricing
Free is $0/month plus 12% of online payments. Starter is $99/month for up to 25 lots, plus 5%. Daily parking is at most 35¢ or 25¢ a session. No quote required.
Runs on the phone you have
Plate reading is built into the officer app, which runs in the browser. Daily parking needs a printed QR poster and nothing else.
Questions about Lotably and gtechna
Is Lotably a good alternative to gtechna?
Yes for lots, campuses, districts, and smaller cities that want enforcement, online payment, permits, and guest passes without a procurement cycle. Large cities that need ticket by mail, hearings, collections, and DMV lookups may still need gtechna or a similar suite.
Does Lotably charge drivers a convenience fee?
No. Drivers pay exactly the fine you set, and by default exactly your parking price. Lotably’s fee is a percentage of what you collect online, 12% on Free or 5% on Starter, and it comes out of your revenue, never from the driver.
Can a city buy Lotably without an RFP?
Lotably doesn’t hold a cooperative purchasing contract today. A city or district can sign up online for a Free or Starter plan where its purchasing rules allow, or contact us about a Custom plan with the documentation its procurement process needs.
Can Lotably work with gtechna?
There is no connection between them today. You can bring permit holders in by CSV, and when a vendor offers an API, we build the connection at no extra cost (the vendor may charge for API access).
Is there a long contract?
No. Free and Starter are month to month, and you can cancel anytime. Custom plans for larger programs are quoted and can be set up on annual or procurement terms.
