Why Parking Tickets Go Unpaid (and How to Fix Collection)
The real reasons citation collection rates stay low: payment friction, no consequences for repeat offenders, and weak evidence. Here is what fixes each one.

Ask any operator what their citation collection rate is and you get one of two answers: a number they are unhappy with, or "honestly, we don't know." Unpaid tickets are usually treated as a fact of life. They are mostly a design problem, and each cause has a specific fix.
Reason 1: paying is harder than ignoring
A paper ticket that asks a driver to mail a check, visit an office, or find an obscure website loses to the glovebox every time. Every step between "found the ticket" and "payment complete" cuts the number of people who finish.
The fix: collapse payment to under a minute. A QR code printed on the citation that opens a payment page for that exact ticket, plus lookup by plate or ticket number for drivers who find it later, and normal card payments with a receipt. Reason 2: ignoring has no consequences
If a ticket costs the same whether paid today or never, rational drivers wait. And if your enforcement cannot recognize a plate with five unpaid tickets, the worst offenders are indistinguishable from first-timers.

Reason 3: the ticket is easy to dispute
A handwritten citation with no photos invites a challenge, and operators quietly write off anything contested. Weak evidence also breeds wrongful tickets, which poison the well for everyone else.
The fix: verification against permits and paid sessions before a citation exists, photo evidence attached to every ticket, and an online contest flow that resolves disputes on facts. Fair systems collect better because people pay what they believe they owe.

Paper systems cannot even report a collection rate, so nobody manages it. What gets measured gets collected.
