Lotably vs. EnforcePlus
EnforcePlus is a free-to-operators mobile ALPR citation app funded by a fee added to each driver’s citation payment. Lotably charges the operator instead, adds nothing for drivers, and settles payments to your own Stripe.

The short answer
EnforcePlus is a phone-based plate reading and citation app with no monthly, setup, or hardware cost to the operator. It earns its money from a convenience fee, a percentage it doesn’t publish, added to every citation a driver pays, and it collects the payments and remits them to you. Lotably charges the operator a published percentage instead, adds nothing to the driver’s fine by default, puts every payment straight into your own Stripe account, and also runs daily parking, monthly permits, and guest passes.
What EnforcePlus is
Published by EnforcePlus LLC. Oobeo, a subsidiary of Toledo Ticket Technologies, announced it in December 2024, per IPMI. Its terms are governed by Ohio law.
EnforcePlus is a parking enforcement suite for operators and enforcement agencies: an iOS and Android app for officers, a web dashboard, and a citation payment portal. Officers read plates with the phone camera, held by hand or mounted on a vehicle, and the app checks them against permitted and blocked vehicle lists that the operator loads by hand, by CSV, or by API. It prints citations with photo evidence on Zebra Bluetooth or Wi-Fi printers and keeps working offline. Its features page also lists continuous scanning from a moving vehicle, directed enforcement from fixed cameras, digital tire chalking, zone time limits, a do-not-cite list, online disputes with manager review, automatic late fees, payment plans, and connectors for DMV lookups. An AI Dispute Assistant is sold as a premium feature at a price it doesn’t publish.
Its pricing page lists $0 for the monthly fee, annual fee, hardware, and setup, with no contracts. Its stated only cost is a service fee on successful payments: “a small convenience fee is added to each citation payment,” described as a small percentage of the citation amount. EnforcePlus processes the payments and remits the citation amounts to the operator minus its fee, typically within one to two business days. Its app store listings say there are no monthly costs or subscriptions, but operators must first apply for a free account. It integrates with Flowbird, Genetec, T2 Systems, ParkMobile, SpotHero, ParkWhiz, Square, and others.
Where Lotably is different
The driver doesn’t pay our fee
EnforcePlus adds a convenience fee to each citation payment, and the percentage isn’t published. Lotably adds nothing to the fine by default. Our fee is 12% of online payments on Free or 5% on Starter, paid by the operator out of what it collects. That makes EnforcePlus cheaper for the operator and Lotably cheaper for the driver, and it matters most where your contract, your city, or your state limits fees on top of a posted fine.
Money lands in your account, not a remittance
EnforcePlus collects citation payments and remits them to you minus its fee, typically within one to two business days. Every Lotably payment is a direct charge on your own Stripe account, and Lotably never holds the money.
Daily parking, permits, and guest passes in the same system
EnforcePlus enforces against permit lists and pulls paid sessions from partners like ParkMobile and Flowbird, but it doesn’t sell parking itself. Lotably sells daily parking by per-lot QR poster, runs monthly parkers with a self-service portal and card, ACH, or invoice billing, and lets residents issue guest passes under a quota you set, all checked automatically when an officer scans a plate.
Sign up instead of applying
EnforcePlus asks operators to apply for a free account before they can use the app. Lotably’s signup is self-serve: you can create an account online, set up lots, fines, and officers, and connect Stripe the same day, with no sales call.
Published percentages, with a cap on daily parking
Lotably publishes its rates: Free is $0 a month plus 12% of online payments for up to 2 lots, Starter is $99 a month plus 5% for up to 25 lots, and on a daily parking session we take the percentage or at most 35¢ (Free) or 25¢ (Starter), whichever is less. EnforcePlus publishes its model but not the percentage.

When EnforcePlus may be the better fit
If you want citation software that costs your organization nothing, and you are comfortable with drivers paying a convenience fee on every citation, EnforcePlus is built on exactly that trade. It also lists things Lotably doesn’t do: directed enforcement from fixed cameras, continuous scanning from a moving vehicle, DMV lookup connectors, payment plans, and prebuilt connections to ParkMobile, Flowbird, T2, and Genetec. If your paid parking already runs through one of those vendors and you only need the ticket side, EnforcePlus may be the simpler add-on. Lotably fits when you want to set your own fines without a fee on top, keep the money in your own Stripe account, and run daily parking, permits, and guest passes in the same place.
Switching, or running both
Start with one lot. Import your permit holders by CSV, set your fines and escalation, print a QR poster if you sell daily parking, and have officers scan plates from their phones. Paid sessions from another vendor can come in by CSV or by hand, and when that vendor offers an API, we build the connection at no extra cost (the vendor may charge for API access).
One system, top to bottom
What every Lotably plan includes
Month to month, no lock-in
No annual contract and no multi-year commitment on Free or Starter. Cancel anytime.
Sign up yourself, set up the same day
Create your account online, add your lots, and connect Stripe in one sitting. You’re live as soon as you sign up.
Every feature on every plan
Enforcement, daily and event parking, monthly applications and plans, billing, scheduled guest passes, merchant validations, dispute evidence, and reports. Some workflows need configuration or enabling. No add-on modules. Booting and towing start off until you ask; you are responsible for following the law where you enforce and assume all risk of using them.
Money lands in your own Stripe account
Payments are direct charges on your Stripe account. Lotably never holds your money or pays you out later.
No app fee for drivers
By default, drivers pay exactly the price you post. Our fee comes out of what you collect online, never from the driver. If you ask, we can add a flat service fee per parking session that goes to you.
Integrations built at no extra cost
Parking BOXX, ParkMobile, and manual/CSV sessions work today. When another vendor offers an API, we build the connection at no extra cost (the vendor may charge for API access).
Published pricing
Free is $0/month plus 12% of online payments. Starter is $99/month for up to 25 lots, plus 5%. Daily parking is at most 35¢ or 25¢ a session. No quote required.
Runs on the phone you have
Plate reading is built into the officer app, which runs in the browser. Daily parking needs a printed QR poster and nothing else.
