Do-not-tow list (safelist)

A do-not-tow list is a set of license plates that enforcement staff must not cite, boot, or tow at a property, such as vehicles belonging to staff, vendors, management, or a resident with a temporary arrangement. It sits alongside the permit roster and guest passes as one of the checks before any enforcement action. A well-kept list records who added each plate, why, and when the exemption ends.
