OperationsCommander, also called OPSCOM, is a cloud platform that keeps parking permits, enforcement, license plate recognition, and security incident management in one database. Its modules are ParkAdmin for permits and payments, ViolationAdmin for citations and appeals, PL8-RDR for plate recognition, and IncidentAdmin for security incidents and dispatch.
It sells to colleges and universities, municipalities, hospitals, property managers, and private operators in Canada and the US. The company describes itself as Canadian and bootstrapped, with a team of 12. Its pricing page says it is sold as an annual subscription scaled by volume, with mobile enforcement licensed per device and no per-user fees; smaller operations can instead pay a percentage of processed payments in place of upfront annual fees.

It also works with fixed and vehicle-mounted license plate cameras. Lotably has no security incident module and no fixed camera hardware.
